Noel-Ann Bradshaw (Principal Lecturer in Mathematics and Operational Research from the University of Greenwich) has written a guide as to how she set up a Maths Cafe (sometimes known as an 'arcade') at her university. The aim of the cafe is to provide an informal setting for Maths students and staff alike to to interact together in a social and mathematical environment. It also helps struggling learners and stretches more confident learners.
